Octroi collection undertaken by most municipalities is typically a
manual, time-consuming process. On any given day, a huge line of
vehicles wait to make payments related to octroi at the Toll Nakas.
Being a manual process, revenue leakage and errors can creep
in.
To streamline the process, the Municipal Corporation of Greater
Mumbai (MCGM) wanted to automate the manual cash collection process
at the Toll Nakas. To do this, the corporation partnered with State
Bank of India and ItzCash, a firm specializing in the field of
providing multi-purpose prepaid cash cards.
To automate the process, the firm issued truck owners with
RFID-based octroi silver cards, for each truck that they owned.
Whenever any truck comes to pay octroi at a Naka, terminals
deployed automatically debit the amount from the card, based on the
payload carried by individual trucks.
Post deployment, there is a huge reduction in the amount of time
spent in collection and standing in queues at the Naka. The process
of collection at the Nakas has come down to 10-12 seconds from
almost 12 minutes per transaction. Today, due to automation,
revenue leakage has been arrested. This has translated into
increased revenue and MCGM claims that collections have increased
three times.
